Ordinance Proposal
We believe that this proposed ordinance is fair, reasonable, and should be approved by the City of Bakersfield.
Creating a proposed ordnance has many challenges when considering the many reasons people want to own hens. This is a positive situation because it shows that the support is wide-based throughout our community. Our position is that our proposed ordnance is well thought out, reasonable, equitable, fair, and attainable.
Counter Points To Opposing Backyard Hens
Final Print (updated occasionally)
Even though the opposition's concerns are unfounded and often fear based, "What if scenarios?", they are still their concerns. This document is great to print and share, or, to be used to educate yourself. Then, spread the word with your personal "testimonial" to persuade and grow support. Always be respectful.
Support Request Letter
Draft (soliciting support)
This document is written in a proposed project style that is soliciting support from businesses and organisations in our community. Examples: Grimmway Farms, Palm Wonderful, interest groups (gardening, 4H, mental heath, farm-to-table, etc.).Â

Actual 2013 Majority Report
Final Print
Even though you believe the opposition's concerns are unfounded and often fear based, "What if scenarios?", they are still their concerns. Use this document to educate yourself on the reasons given for the City Council to not allow for backyard hens. Then, spread the word with your personal "testimonial" to persuade and grow support. Always be respectful.
Rebuttal To The 2013 Majority Report
(Being Created)
There was an attempt to change the City of Bakersfield's ordinance in 2013 that failed. Backyard hens are currently illegal for city residents. Then, and still currently on the board, Councilwoman Jacquie Sullivan supported the initiative. She even commented that the "people" should bring this topic up again in a few years. She added that she would be the only one still here (referring to the majority Council Members).
Benefits of Hens
Final Print (updated occasionally)
There are numerous benefits of owning backyard hens. Hens are known as the "Pet with Benefits". This document not only identifies those benefits, but it provides examples and explanations. It turns out that there our societal benefits, ecology benefits, natural resource benefits and cost saving benefit for individuals and our city government.

How To Speak At a City Council meeting
Final Print
Writing emails to our Council Members is a great way to be heard and to document your support for backyard hens. If you have not done so yet, please do. However, speaking at a City Council Board Meeting is taking it to the next level. Being in the same room, face to face, is a powerful demonstration of how serious we are about changing the current ordinance to allow for backyard hens in R-1 zones.
Board Packet 8/12/2020
Read before Wednesday!
Read and you will see why you need to show up to the 3:30 City Council meeting on Wednesday, August 12th. The presentation is not all negative. Actually, there are some positives. However, I do not believe it is a balanced presentation from the community's perspective. For example, there are only 5 pros sited to 7 negatives when 24 citizens wrote emails and 6 individuals showed up in person to council meetings in support of backyard hens to zero negative comments. On this website, front page, there are 13 pros listed. Easily there could have been 7 pros and 7 negatives. Also, the pros are factual and real. Many of the negatives are possiSee you at the council meeting.
